Palangi, 26, was found in the waters near the Philadelphia Navy Yard on May 15, a New Jersey State Police spokesman said. The area is adjacent to the Eagle Point Refinery, on the Philadelphia side of the Delaware River. Off-Duty NJ Officer Tried Strangling Woman In Domestic Violence Clash, Report Says An off-duty Deptford Township police officer is accused of trying to strangle a woman during a domestic violence dispute, according to published reports.  Myron V.
