Elizabeth Shooting Involving Ex-Newark Police Officer ‘Justified’: Jury A grand jury declined to bring charges against a retired police officer in Newark who shot and wounded a man during a carjacking in Elizabeth nearly two years ago, the Union County Prosecutor’s Office said in a statement Thursday.
