Jersey City Officer From Carlstadt Admits $12,617 Off-Duty Work Scam

CARLSTADT, N.J. -- A Jersey City police officer who lives in Carlstadt admitted in federal court Thursday that he collected $12,617 from the city for off-duty work that he didn't do.

David Ortmann, 53, admitted that he had a colleague sign bogus vouchers to the city indicating that he'd handled traffic control for private contractors and utility companies -- which he hadn't -- from July 2015 through May of last year, Acting U.S. Attorney William E. Fitzpatrick said.

U.S. District Judge John Michael Vazquez scheduled a Jan. 3 sentencing on Ortmann's guilty plea to conspiracy to commit fraud.

Fitzpatrick credited special agents of the FBI's Newark Field Office with the investigation that produced the plea deal, secured by Assistant U.S. Attorney Vikas Khanna of his Criminal Division.
