Officers Tomasz Cydzik and Adrian Sulejmani spotted Ramon Ferreiras-Velez, 29, and Jorge Dariel Martinez, 34, loading bags from a bin into a 2003 Dodge minivan in the Packanack Lake Shopping Center on Wednesday, Capt.
