McNeal has been charged with four counts of cruelty to animals, failure to provide care to animals, two counts theft of services, and witness tampering. PAPD police found that he had three outstanding E-ZPass accounts totaling $20,089 owed in tolls and fees combined. They arrested Gutierrez, issued him a summons charging him with theft of services and toll evasion and released him pending a hearing.

A Port Authority police officer spotted the 2008 Kenworth tractor-trailer and pulled it over Sunday afternoon on the bridge's upper level, the authority's Joseph Pentangelo said. Alejandro Sanchez, 43, of Hialeah, Florida, was charged with theft of services, tampering with a public document and using the E-ZPass lane without a transponder. He was released pending a court hearing.
