Report: State Requirements Force Fair Lawn Police Rank Adjustments FAIR LAWN, N.J. – Fair Lawn officials need to eliminate a sergeant's position and add a captain's post to the police department, according to a published report. Administrative reporting of incidents mandated by the state forced the move, TAP into Fair Lawn's report says. Longtime Capt. Robert Kneer retired last week after 43 years with the department. The captain's appointment won't come until March, at the earliest, because of the need for an ordinance change to create room in the municipal budget, according to TAP.
