John Yager, 42, had the ink all over his hands when he was stopped on northbound Route 17 on Wednesday, Detective Lt. Edward Kane told Daily Voice.
Along with the heroin he had several hypodermic needles – as well as the collection of items that could be used in a robbery, Kane said.
Yager was released from the Bergen County Jail without bail two weeks ago after Mahwah police charged him removing the driver and front passenger seats and carpeting from a 2017 Jeep Wrangler on a car dealer's lot.
Upper Saddle River police on Wednesday charged Yager with various drug and weapons possession offenses.
They also charged him with hindering after Kane said he tried to hide a hypodermic needle down the front of his pants.
