Enhancement in those areas by Sgt. Emmett McDowell "have helped to save many lives and keep our officers safe while in the field," Police Chief Patrick Rotella said Friday.
McDowell, who was hired in 1991 and promoted to sergeant in 2007, was known as "a highly productive and proactive officer who was involved in many notable arrests," Rotella said. "These arrests would ultimately help to make our community safer."
McDowell received a host of commendations, lifesaving awards and letters of gratitude from residents, the chief added.
A master sergeant with the U.S. Air Force Reserves, McDowell served overseas during the Iraqi Freedom and Enduring Freedom campaigns.
He has received Meritorious Service, Air Force Commendation, Air Force Achievement, National Defense Service and Air Force Good Conduct medals.
McDowell has constantly shown "his love of the police profession, his dedication to the residents of Upper Saddle River and to his country," the chief said. "His sound judgement, excellent communication skills and knowledge of the police profession have brought much acclaim to our department.
"[His] adherence to the department’s mission has made him a role model for our junior officers."
McDowell was the department's third 25-year veteran to retire this year, following Sgt. Joseph Farrow and Patrolman Kevin Campbell.
