Finn was appointed in July 27, 1948, became chief a decade later and retired on Nov. 30, 1991.
A lifetime Glen Rock resident, he served in the U.S. Marine Corps in World War II and was a member of Thomas D. Egan V.F.W. Post 850 of Glen Rock, the F.B.I. Possible Club and the Bergen County Police Chiefs Association, for which he served as honorary chief the year that he retired.

Finn, who also was an instructor at the Bergen County Police Academy, was the youngest police chief in the country when he was promoted, at 32, in 1958.
Visiting hours are from 2-4 and 7-9 p.m. Tuesday at Vander Plaat-Caggiano Funeral Home, 13-31 Saddle River Road, Fair Lawn.
A funeral service is set for 10 a.m. Wednesday at the funeral home, followed by interment in George Washington Memorial Park in Paramus.
