Carlos R. Escobar, 38, of Jefferson Avenue in North Plainfield, and Ciro A. Saenz-Puentes, 44, of Remson Avenue in New Brunswick, were each charged with theft by deception, forgery, and uttering a false document, Somerset County Prosecutor John P. Animal control officers from St. Hubert’s Animal Welfare Center were called in to assist local police after a neighbor complained about a foul odor coming from the home, St Hubert's said.  Dozens of cats and kittens were subsequently found living in unsafe and unsanitary conditions, officials said.
