Pennsylvania SPCA Arrests Man On Accusations He Tortured Horses A Lancaster County man was arrested for torturing a horse on Tuesday, according to the Pennsylvania Society for the Prevention of Cruelty to Animals, officials said. Mark S. Fisher, 37 of Quarryville, was arrested following an investigation conducted by the PSPCA and the Lancaster District Attorney’s office into an Aug. 30 anonymous tip of animal cruelty.
