Gloucester Ex-Convict Indicted For Molesting Another Boy, Authorities Say A convicted sex offender who previously served jail time in Delaware has been newly indicted for sexually assault in South Jersey, authorities said. Scott J. Bicking, 54, of Paulsboro originally was charged in Gloucester and Cumberland counties in March for sexual assault and endangering the welfare of a child. The latest assaults allegedly occurred several times in Woodbury and Vineland, police said.
