Port Authority Officer John Shaughnessy stopped a 2002 black Lexus after it went through a red light at 14th Street and Marin Boulevard yesterday afternoon, the authority’s Joseph Pentangelo told CLIFFVIEW PILOT.

The eyes of the driver, 39-year-old Armando Otano (above, bottom right) also of Brooklyn, “were watery and bloodshot, and his speech was halting and unclear,” Pentangelo said. He “driver indicated that he had smoked marijuana within the last half hour.”

The passenger, Tony Burgos, 43 (above, top right), “volunteered that he had a prescription for heroin,” he said.

In addition to the drugs, he was carrying two hypodermic needles, Pentangelo said.

Otano was charged with driving under the influence of drugs, reckless driving and DUI in a school zone.

Burgos was charged with possession of drugs and the needle.
