Thomas M. Moylan Jr., 27, was being held on $50,000 bail in the Bergen County Jail, charged with leaving the scene of a fatal crash and being involved in a fatal crash while his license was suspended.
A good Samaritan who noticed damage to a car parked at her condominium led authorities to Moylan, who authorities said was behind the wheel of his 1997 Lincoln Town Car when it struck the Queens victim the night of Aug. 15 at the corner of N. Franklin Turnpike and Hilltop Road.
A witness told police she saw an older model “police-type” four-door sedan, either grey or light blue, hit the victim and continue onto Spring Street toward Route 17.

Samuel Tarrant of Kew Gardens died today from severe injuries sustained in the crash, Bergen County Prosecutor John L. Molinelli said this afternoon.
Moylan, who became a father weeks before the crash, received no fewer than nine summonses in connection with the crash. He posted $25,000 bail and was released from the Bergen County Jail last Monday after being arrested the day before.
Authorities pick up the 6-foot-5-inch, 290-pound Moylan last week after a resident of the Paddington Square condominiums in Mahwah noticed a suspicious vehicle parked in the pool house parking lot of the complex. The woman had seen an alert on a portable electronic signboard that investigators placed in the area of the collision.
Examining the vehicle, she spotted “a broken grille and several dents in the front of the vehicle,” so she called police, Molinelli said last week. The damage is “consistent with a pedestrian impact and matches broken pieces of the vehicle left at the scene,” he said.
Tarrant was taken to Good Samaritan Hospital in Suffern before being airlifted to Westchester County Medical Center in Valhalla N.Y. He sustained a fractured skull and pelvis and had bleeding of the brain, Molinelli said at the time.
Ramsey police responded, along with detectives from Molinelli’s Fatal Accident Investigation Unit and the Bergen County Sheriff’s Bureau of Criminal Identification.
Also responding were Mahwah police, Ramsey firefighters, the Ramsey Ambulance Corps and Rescue Squad and paramedics from the Valley Hospital in Ridgewood.
