The fully loaded Mahwah Water Department tandem dump truck was parked near a major water main break on Oweno Road overnight when Brian Roche said Capt. Stephen Jaffe.

Mahwah Lt. Stuart Blank and other officers were on the road detail nearby got after Roche and pulled him over before he could get very far, the captain said. He struggled with the officers, he said, but they had him in custody quickly.

Roche, who lives on Snow Drive, “stated that he had been drinking at a nearby friend’s house and was walking home at the time,” Jaffe said.

Police charged him with several complaints, including resisting arrest, unlawful taking means on conveyance, theft of a motor vehicle, disorderly conduct, possession of alcohol under the legal age, and obstruction of the administration of justice.

He also was charged with driving while intoxicated and several other motor vehicle violations. He’s due in court Nov. 23.
