John P. Rowe, of Budd Lake, was charged with first-degree strict liability for drug-induced death, Morris County Prosecutor Robert Carroll said in a joint release alongside local officials. Teagan Murdock, 18, of Hamburg, was behind the wheel of a Toyota Matrix heading north on Route 94 when she struck a Byram school bus that was making a left turn out of the Sussex County Charter School around 2:40 p.m. on Wednesday, March 16, Sparta Police Lt.
