The first victim told police she was walking along around 7 p.m. when she felt the gold Ford Explorer “leap-frogging from car to car, remaining parallel with her,” Lt. Shawn Kudlacik told CLIFFVIEW PILOT this morning.
The woman took a cellphone photo of the truck and called her husband, who emerged from their home, scaring off the driver, he said.
Officer Ron Goral was interviewing the couple when the Explorer returned, Kudlacik said.
The driver floored the accelerator in an attempt to flee, but Goral cut him off, he said.
Goral took Douglas Luber, 24, into custody.
Less than an hour later, police got a call from another woman’s husband.
“A language barrier by the victim prevented her from calling earlier, but she provided the same license plate and make of vehicle through her husband, who acted as a translator,” Kudlacik said.
She said Luber was masturbating when he approached her as she sat on her front steps.
Luber was booked on two lewdness counts and released on a court summons.
