Detective Sgt. Joseph Rock spotted Marcin Kosiek, 30, outside the Main Avenue 7 Eleven Tuesday afternoon "nervously manipulating his cell phone and pacing back and forth," Detective Lt. Shawn Kudlacik said.
Kosiek -- whom Kudlacik said was "known to police" -- suddenly bolted towards a red Nissan whose driver didn't use a signal while turning, the lieutenant said.
Rock pulled up as Kosiek got in, he said.
After Kosiek told the sergeant his intentions, backup Officer Brian Rosas spotted "a tinfoil wrapper containing what appeared to be filled with heroin next to the foot of the driver," 38-year-old Shakimah A Soto of Garfield, as she stood outside the vehicle, Kudlacik said.
A K-9 was summoned and Soto consented to a search that turned up the cash but no additional drugs, he said.
Both Marcin and Shakimah were charged with drug-related offenses and released on Sept. 19 court appearance summonses.
