In March, Tom Maleski signed a contract with AJD Group and Brian Keiper, and wrote several checks amounting to nearly $9,000 made out to Keiper, the article says.
Work started on April 7, but Keiper never showed to finish it, leaving Maleski with a four-inch deep river when it rains and a mound of dirt blocking access to his front door, according to NJ.com.
