The covers are an older design that were not replaced when the roads were paved by PSE&G, which says it is not responsible for replacing them, according to NorthJersey.com. Roads paved by the town received new covers as required by state regulations, said NorthJersey.com.

The newer storm drain covers are designed not to allow objects to fall into the sewers below and are safer for people riding bicycles, added NorthJersey.com.
