The incident happened at approximately 11:00 a.m. on Sunday, Feb. 23, following a march in support of the State of Israel, Franklin Lakes Police Chief Mark McCombs said.
According to police, an attendee reported that a driver narrowly missed the group as they crossed at Colonial Road and Franklin Avenue before blaring the car horn, yelling something inaudible, and making an obscene hand gesture.
Officers gathered witness statements and quickly identified the suspect as Soubany Reem, 22, of Totowa, authorities said.
Reem was charged on a summons with harassment and bias intimidation, McCombs said.
Additionally, Reem was issued multiple motor vehicle summonses, including reckless driving, failure to yield to pedestrians in a crosswalk, and failure to observe a traffic control device, police said.
The case was investigated by Sgt. Zangara, Officer Foschini, and Detective O’Brien, McCombs said.
