Lawsuit: Asbury Park, State Clash Over Covid-19 Indoor Dining Ban New Jersey is suing Asbury Park over its local decision defying Gov. Phil Murphy's orders and allowing restaurants to reopen indoor dining areas, state officials said. "We have put the health and safety protocols in place so that you can have confidence," Gov. It was a beautiful sight, she said, but something was missing: Flowers. Cielo's daughter, Brianna, who has recently been lending her mom a hand at the shop, reminded her that they just so happened to have brought home flowers from the shop that day -- something they "hardly ever do."
