A Libertarian think tank came up with the figure as proof that the state highways were among the nation's least cost-effective, the report says.

But economist Peter Phillips said New Jersey's highways are tops when you consider it has both the widest roads and the highest density, the northjersey.com report adds.

The argument pits those for and against more government spending against one another, with debate about to resume over whether New Jersey should raise gas taxes to cover road improvements.
