An officer saw the woman struggling with 38-year-old Rasheed Wood inside Newark's Penn Station around 7:30 p.m. Wednesday and chased after him, the authority's Joseph Pentangelo said.
Wood, who smashed the phone as he ran, was intercepted by another PAPD officer and arrested, he said.
"An investigation found that the suspect and victim were known to one another and that the suspect had been harassing the victim in person and via cellphone," Pentangelo said.
Wood also had three active warrants, he said.
One officer sustained a knee injury, for which he was treated at Jersey City Medical Center, Pentangelo said.
Wood, meanwhile, was taken to the Essex County Jail pending a detention hearing on charges of robbery, resisting arrest and criminal mischief, he said.
Records show Wood -- who has an extensive criminal history -- was released in September, under New Jersey's 2017 bail reform law, after being arrested on an assault charge.
