Juan A. Villalobos, 47, was a state delegate for the New Jersey Parole Officers Association PBA Local #326 when he used union money for himself, Bergen County Prosecutor John L. Molinelli said this afternoon.

From 2008 to 2010, the prosecutor said, Villalobos “created or reinforced a false impression that led the PBA union to believe they had paid for PBA legal fees in an amount less than $10,000.00, when in fact the expenditures were for [his] personal legal matters,” Molinelli said.

Villalobos, of Poplar Avenue, was released without bail pending an appearance tomorrow afternoon in Central Municipal Court in Hackensack.

The 19-year Parole Board veteran is charged with theft by deception.

Molinelli thanked the New Jersey State Parole Board’s Office of Professional Standards and the Ridgefield Park Police Department for their assistance.
