Officer Elvin Hernandez was on patrol near Passaic and Linden streets when he stopped Jared Carter, who fit the description of a dread-locked mugger who attacked the 30-year-old woman on State Street around 1 p.m. and took off with her chain, Mordaga told CLIFFVIEW PILOT.

Carter was breathing hard, sweating and trying to look away from Hernandez, the police director said.

He was taken into custody after the woman identified him and officers found the chain hidden in his underwear, Mordaga said.

Police charged Carter with two other chain snatchings on June 23 and suspect him in several others, he said. He was being held on $100,000 bail in the Bergen County Jail.

Carter already is facing charges of possession of drug paraphernalia and hindering apprehension following his arrest in Rochelle Park in March, records show.
