Hackensack detectives find assailant, victim who was choked during police chase

CLIFFVIEW PILOT HAS IT FIRST: Hackensack detectives tracked down a man who they said beat a woman and then choked her until she was unconscious as he sped off at high speed, eluding police on Route 4.

Carl Phipps, 22, of Paterson forced the woman into his car at the Riverside Square Mall around 11 o’clock Wednesday night and then ignored a responding patrol officer’s orders to stop, police told CLIFFVIEW PILOT Friday afternoon.

As he sped west on the highway, the officer — concerned for others’ safety — broke off the chase, Detective Lt. Jaime A. Barrios said.

But he got the license plate number.

Detectives Michael Capone and Ryan Weber tracked down Phipps, but finding the victim proved more difficult: Phipps wasn’t cooperating, Barrios said.

Not knowing whether they had a missing person or a homicide investigation, detectives obtained a court order for his cellphone records. Around 10:30 last night, they found her in East Orange, Barrios told CLIFFVIEW PILOT.

“She had a cut lip and bruises all over her body, particularly around her throat,” Barrios said. “She said he choked her until she was unconscious.”

Police got her to Hackensack University Medical Center for evaluation, he said.

Phipps, meanwhile, was shipped to the Bergen County Jail on $200,000 bail, charged with aggravated assault, kidnapping, criminal restraint and eluding.
