Luis Higinio Elias-Velasco, 41, was taken into custody in September by members of the Bergen County Prosecutor’s Special Victims Unit and Cliffside Park police after the girl talked to a state child welfare caseworker, authorities said at the time.
Elias-Velasco, who is married and unemployed, is charged with aggravated sexual assault, as well as two counts of sexual assault that involve touching the girl’s crotch and buttocks and one of impairing or debauching the morals of a minor.
He remained held on $300,000 bail – down from an original $500,000 — in the Bergen County Jail. The INS has issued a detainer on him for deportation proceedings should he make bail.
