Joseph Lipham, 42, was charged in July with violating the provisions of Megan’s Law after Oakland police arrested him on theft and wrongful impersonation counts several months earlier.
He was out on bail at the time on charges of forcing a woman at a Fairfield motel to have sex with him by impersonating a police officer.
Lipham made headlines a decade ago after an appeals court overturned his conviction on charges of trying to rape a cleaning woman in a ladies locker room at Giants Stadium by flashing a fake badge and pretending to be a federal immigration agent.
He was again convicted of sexual assault in 2004, for which he served a little over two years in state prison.
An indictment recently returned by a grand jury in Hackensack says that Lipham “violated the conditions [of his parole] by failing to notify his parole officer of his whereabouts.”
Lipham, who was graduated from Fair Lawn High School in 1990, has had a variety of recent addresses, including in Garfield, Oakland and Ramsey, records show. He was being held in the Bergen County Jail pending further court and administrative action.
