"Seat belts are the most effective safety feature available in vehicles today -- still, nearly one in five Americans fails to regularly wear a seat belt when driving or riding in a motor vehicle," Saudino said.
Although State Police collectively wrote the most tickets -- 4,124 -- the Attorney General's Office broke out the four individual troops as separate entities.
Saudino's department, with 1,949 summonses, topped the State Police-leading Troop B based in Totowa, which had 1,117 (see graphic above).
This year's springtime "Click It or Ticket" campaign ran from May 23 to June 5, to include the Memorial Day weekend.
In Bergen County, 63 of 70 polie agencies participated.
In Passaic County, it was 15 out of 17.
Wayne police finished in the top 15.
"Traffic enforcement is a function of law enforcement, and citations are issued as remediation to ensure safety," Saudino said.
"Though I am proud of the productivity of my officers, I am equally excited that we may have saved a life by zero tolerant enforcement in the “Click It or Ticket” campaign," the sheriff said.
He encouraged all drivers "AND passengers" to "buckle-up for safety."
