The state Motor Vehicle Commission and Division of Criminal Justice co-managed the anti-fraud initiative using cutting edge facial scrub software to find people who have licenses in different names.

They referred six for further investigation to detectives in the Bergen County Prosecutor’s Office White Collar Crimes Squad, who found that those charged obtained licenses in other people’s names after their driving privileges were suspended, Bergen County Prosecutor John L. Molinelli said this afternoon.

Charged with identity thef were:

Randy Perdon, 57, of Hackensack (top, left);
Franky Gonzalez, 40, of Bogota (top, right);
Alejandro Estrada, 37, of Leonia (bottom left);
Graciela Bernardy-Moldonado, 33, of Paterson;
Raymond Rodriguez, 40, of Passaic (bottom, right);
Frank Fransese, also 40, of Cedar Grove

Fransese was being sought by authorities, Molinelli said. Rodriguez was being held on $20,000 bail in the Bergen County Jail.

The other four were released without bail pending arraignments in Central Municipal Court next Thursday.

All “will be subject to an administrative suspension of driving privileges up to two years,” the prosecutor said.

Roughly 19 million scanned images produced more than 950,000 leads for state authorities, Molinelli said.

“After three levels of review to identify suspected criminal fraud, representatives from the Division of Criminal Justice meet weekly to review cases of suspected criminal fraud,” he said.

Cases are then “prepared for investigation, arrest and prosecution by law enforcement including the Division of Criminal Justice, New Jersey State Police and all 21 county prosecutors’ offices, he said.
