Bill S3041 would prohibit the sale of puppies from puppy mills and establish new requirements for pet dealers and shops in New Jersey.
The issue was brought to light last year with Emerson puppy store owner Vincent LoSacco, who has since closed all of his Just Pups stores.
"The bill was first enacted to attack the problem of pet shops in the state selling sick puppies supplied by large-scale, commercial breeding facilities," the bill says.
According to the Humane Society of the United States, an estimated 10,000 puppy mills produce more than 2,400,000 puppies each year in the U.S.
"If Governor Christie doesn't sign this ban on puppy mills we'll override his veto," Lesniak said in a video on Facebook.
