Prosecutor: Garfield Drug Rehab Counselor Used Dead Brother's ID

GARFIELD, N.J. -- A drug rehabilitation counselor from Garfield was arrested after authorities said they discovered he'd been using his dead brother's driver's license for more than 20 years.

State-of-the-art facial scrubbing softward pointed investigators to Rafel Llano, 67, who the New Jersey Motor Vehicle Commission said had his image "associated with more than one driver's license," Acting Bergen County Prosecutor Gurbir S. Grewal said Friday.

Investigators with Grewal's White Collar Crimes Unit found a license for Llano and one for his deceased brother, Victor, the prosecutor said.

Llano "had been utilizing the stolen identity since 1992 and had renewed the associated license numerous times," he said.

He also registered and insured his car using his brother's ID, Grewal said.

Llano was being held on $15,000 bail in the Bergen County Jail after Investigators charged him with identity theft and fraud-related offenses.
