Paige Sheehan, 40, was taken into custody Saturday after a police sergeant found the dog inside her car, parked at the New City ShopRite, with the windows opened a crack and the outdoor temperature at 86 degrees, Rockland County Sheriff Louis Falco III said.
Sheehan apparently had been told that she couldn't bring the dog into the jail, he said.
She also was told she couldn't leave the dog in the car because of the temperature, the sheriff emphasized.
Police broke into the car and had the dog brought to a local animal shelter for evaluation and safekeeping, Falco said.
His officers charged Sheehan with illegally confining an animal in a vehicle during extreme temperatures and released on a summons.
According to Kylie Edmond of the non-profit pro-adoption agency Rock & Rawhide of New York City, separate rescues have deemed Sheehan unfit to care for a pet.
Amy Hofer, the co-founder of Pathway to Hope in Hawthorne, confirmed that Sheehan is on her agency's do-not-adopt list.
Sheehan recently adopted a dog that she later gave up after a series of issues -- getting her on the do-not-adopt list of Manhattan-based Mr. Bones & Co. Rescue.
"We started seeing some red flags in certain things she said," the agency's executive director, Elli Frank, told Daily Voice.
"We were tryng to find an alternative placement when she said she was no longer able to keep the dog," Frank said. "She brought the dog into a bar late at night and the dog bit someone.
"The dog has a wonderful owner now."
