Detective Sean Delahanty spotted 20-year-old Jhamir Brown walking north on Midland Avenue around noon, Capt. Darren Sucorowski said.
Knowing that Brown was wanted, he told him to stop.
But Brown ducked into his Midland Avenue apartment, the captain said.
The Garfield Police Emergency Service Unit established a perimeter, closing the block, with assistance from Passaic.
An Garfield ESU negotiator talked with Brown, who eventually agreed to surrender just after 1:30 p.m., Sucorowski said.
Firefighters provided a ladder for police to access an adjacent rooftop, witnesses told Daily Voice.
Officers then discovered that Brown had broken into the neighboring apartment through a window, the captain said.
They found him there and took him into custody, he said.
A judge ordered Brown held on $30,000 bail in the Bergen County Jail, charged with resisting arrest and burglary.
Garfield police thanked their colleagues from Passaic, Paramus and Wood-Ridge, as well as the Bergen County Sheriff's Office and city firefighters.
