Emiliano Cotzalo-Santiago, 24, was living in Palisades Park and working on a construction site in Closter when he began walking down the middle of Cedar Lane, obstructing traffic, Police Capt. A Guatemalan national living in Fairview was charged with sexually assaulting a young teenager multiple times. Carlos E. Perez-Perez was taken into custody on Monday, a day before he turned 27, Bergen County Prosecutor Mark Musella said. Members of Musella’s Special Victims Unit had been notified by Fairview police of the allegations involving a victim under 15 years old, the prosecutor said. ICE has issued a detainer on a Guatemalan national whom authorities charged with fondling and assaulting a 14-year-old New Milford girl. Maximo Itzep, 21, touched the victim's breasts and pushed her into a wall while restraining her arms, Detective Lt. Kevin Van Saders said.
