A spokesperson for the Port Authority Police Department confirmed the investigation but not have any further information as of 7:40 p.m.
The NJDOT site said only that all lower level lanes along the westbound ramp were closed as of 7 p.m.
Delays of up to 20 minutes were being reported as of 7:40 p.m.
