State Democrats are in disagreement over how much money that goes into the fund should be fueled by borrowing and how much should come from "pay-go" sources like gasoline taxes, NJ Spotlight said. 

The package to finance the Trust Fund must be in place by the middle of the year, NJ Spotlight reported.
