Gilman Figaro, 38, was stopped around 3:15 p.m. Thursday after driving his black 2011 Hyundai sedan through an E-ZPass lane without a transponder, the authority's Joseph Pentangelo said
Police noticed the smell of marijuana coming from Figaro, whose pupils were dilated, Pentangelo said.
Figaro also couldn't produce any documents, he said.
On the dashboard was a blunt -- a hollowed out cigar filled with pot, Pentangelo said.
Figaro, who was also wanted on a $7,000 warrant, was taken into custody.
He was charged with driving while under the influence of drugs, theft and having drugs in a motor vehicle, Pentangelo said. He also received several summonses.
