PAPD Officer Jesse Turano found 35-year-old Jorge Luiggi "breathing but unresponsive" in an eastbound lane around 1 a.m., the authority's Joseph Pentangelo said.

Nearby was his 2013 Toyota, which had collided with a 2011 Ford sedan driven by a 52-year-old woman, he said. She was taken to Columbia Presbyterian Hospital in Manhattan with injuries that weren't life-threatening, police said.

"The damaged Toyota had a strong odor of burnt marijuana and a bag of marijuana was in the center console," Pentangelo said.

Luiggi, who police said smelled of marijuana himself, was taken to Englewood Hospital and Medical Center for evaluation.

He eventually came around and said he'd "smoked weed" earlier, Pentangelo said.

Luiggi was later released on a court summons on marijuana possession and driving while under the influence charges.
