Officers stopped the speeding red 2016 Cherokee headed west on Route 495 near the southbound New Jersey Turnpike ramp at 2:30 a.m., the authority's Joseph Pentangelo said.
The driver, 42-year-old Mohamed W. Moustafa of the Bronx, swayed as he got out of the Jeep, at one point losing his balance, Pentangelo said.
He also smelled of alcohol and had a flushed face and tearing, bloodshot eyes, he said.
Moutafa refused to take a breath test and was taken into custody, Pentangelo said.
A computer checked turned up the suspension and two warrants each from Jersey City and West New York.
Moustafa was charged with DWI, DWI refusal, driving with a suspended license, reckless driving and speeding and was released to a responsible adult.
The Jeep was impounded.
