FORT LEE, N.J. -- A tractor-trailer owner who police said rang up $6,000 in unpaid E-ZPass tolls was arrested a third time when he tried to retrieve his rig from a Fort Lee impound lot with a bogus insurance card for the second day in a row, authorities said Tuesday night.

Jean LaFortune Jr., 37, was charged with possession of a forged instrument on Monday after a Port Authority police officer recognized him from last week's arrest, the authority's Joseph Pentangelo said.

He returned on Tuesday with an insurance card that identified him as "Dean Callahan," he said.

LaFortune, of Lake Worth, Florida, was first charged on May 10 after authority officers discovered that a pair of his tractor-trailers had the same license plate and vehicle identification number.

He "admitted to removing the VIN from both vehicles to avoid the registration, insurance and EZ Pass surcharges," Pentangelo said.

The driver of the first rig gave officers bogus paperwork after they stopped him at the George Washington Bridge tolls, Pentangelo said.

After discovering that the front license plate and VIN plate on the driver's side door were made of plastic, the officers summoned Lafortune.

He showed up driving a 2004 Freightliner that had the original license plate and VIN number and was arrested.
