A PAPD officer spotted Reynaldo A. Tarquino, 22, at about 4:20 a.m. Tuesday slumped over the center console of a 2008 Infiniti parked illegally in front of 220 Bruce Reynolds Boulevard, less than a block from the George Washington Bridge in Fort Lee, the authority's Joseph Pentangelo told Daily Voice.

"The motor was running," he said.

Speaking with Tarquino, the officer noticed "his eyes were bloodshot and he smelled of alcohol," Pentangelo said. "He failed a field sobriety test , swaying and using his arms for balance."

Officers arrested Tarquino and impounded his car after he refused to take a breath test and they found an open container of alcohol in the vehicle, he said.

He was later released to a responsible adult after being charged with DWI, refusing to take a breath test and having the open alcohol container in a motor vehicle.
