Officer Paul Donohue stopped the car on the highway’s northbound side near DeBoer Drive. Assisted by Sgt. Timothy O’Shaughnessy and Officer Sean Macys, he found the driver — identified as 19-year-old Dean Hopper — carrying a hypodermic needle, Detective Sgt. Brian Metzler said.
Hopper and his passengers, Joseph Semiz, 24, of Haskell and a 17-year-old juvenile, appeared under the influence of drugs and were placed under arrest, the sergeant said.
The juvenile was also found to be carrying the heroin, he said.
Hopper and Semiz were both being held on $50,000 bail each in the Bergen County Jail, charged with several drug possession counts and employing a juvenile in a drug distribution scheme.
Hopper also was charged with possession of a hypodermic needle and received motor-vehicle summons for failing to keep right, drug possession in a motor vehicle, and driving while suspended.
The teen was released to a family member. Juvenile complaints will be filed against her in Family Court, Metzler said.
