Garrett, who is running against Josh Gottheimer, a former Clinton White House speech writer, didn't call on Trump th drop out of the race.
In a statement, however, he called the presidential nominee's comments "inexcusable."
Pence earlier said "I do not condone his remarks and cannot defend them" after the Washington Post released the video.
"As a husband and father, I was offended by the words and actions described by Donald Trump in the eleven-year-old video released [Friday]," Pence said.
By Saturday morning, a number of Republican fedeal lawmakers and governors had either called on Trump to step down or pulled their endorsements.
On the video, which shows a Trump tour bus with audio from inside, he is heard saying severeal months after he married his third wife, Melania, that he tried to seduce a married woman and failed.
"She wanted to get some furniture," Trump is heard saying. "I said, ‘I’ll show you where they have some nice furniture.’
“I moved on her like a bitch, but I couldn’t get there."
Later, he's heard saying that women let him kiss them because of his celebrity.
“When you’re a star, they let you do it,” Trump says. “You can do anything....Grab them by the p---y. You can do anything.”
Trump apologized, while calling the issue "nothing more than a distraction from the issues we are facing today".
"I've never said that I'm a perfect person nor pretended to be someone I'm not," Trump said in a 91-second video released to the media.
"I've said and done things I regret," he said. "And the words relesaed today on this decade-old video are ome of them.
"Anyone who knws me knows tehse words don't reflect who I am," Trump said. "I said it, I was wrong and I apologize."
Trump said traveling the country had made him a changed man.
He said he's spent time with "grieving women who've lost their children, laid-off workers whose jobs have gone to other countries and people from all walks of life who just want a better future.
"I pledge to be a better man. tomorrow and will never ever let you down."
Trump then turned the conversation to his opponent: "Bill Clinton has actually abused women and Hillary has bullied, attacked, shamed and intimidated his victims.
"We will discuss this more in the coming days. See you at the debate on Sunday."
