1. The Governor should drive the message that academic, industry, nonprofit and governmental leaders need to work together to identify their strategic needs and create a technology roadmap.

2.  An existing state agency is empowered to build and maintain a database of university research and development efforts and resources.

3.  An existing state agency is empowered to serve as the liaison/interface between higher education and business.

4. The state should investigate innovative ways to bridge the funding chasm between early research support and later business support.

5. The state should foster the development of an entrepreneurial culture so that future scientists better understand what it takes to start a business.

6. The Governor’s proposed New Jersey Partnership for Action should use higher education-business partnerships to attract new businesses to the State.

7. An existing state agency should be responsible for making sure that federal dollars going to New Jersey for research be used in the most beneficial way.

It also says:

· A critical part of New Jersey’s economic development is the research and development provided by the State’s institutions of higher education.  Higher education institutions must serve as the foundation for research to support innovation.

· New Jersey has a number of collaborative programs already in place, but a strategic effort with sharper focus and leadership will reap greater rewards for the state’s economy.  Also, better coordination and leadership at the state level to improve the state’s commercial innovation pipeline.
