Kahn, who succeeds retired Chief Thomas Juliano, thanked the mayor and council "for trusting me in this position to do the duties that I've sworn to uphold."
Kahn joined the department more than two decades ago and steadily rose through the ranks.
He first served in the patrol division, handling everything, from traffic to basic investigations, while spearheading grant writing to secure bulletproof vests and specialized technological equipment.
Kahn became a detective in 2004, a detective sergeant two years later and a detective lieutenant two years after that. In 2011, he was promoted to captain, rising to bureau commander.
Kahn became deputy chief in September 2014 and recently served as acting chief while Juliano used accrued time.
New Deputy Police Chief David Brennan was sworn to succeed Kahn.
