Philly Cat Mauled In Heinous Dog Attack Fighting For His Life, 2 In Custody Two pet owners who provoked a dog attacked on a helpless cat on a Philadelphia porch surrendered to authorities, police said. The 17- and 12-year-old suspects came into the Pennsylvania SPCA with a parent before being charged around noon on Friday, PSCAP officials said. The two dogs involved in the attack were also seized. 17 Puppies Rescued By Pennsylvania SPCA Over Welfare Concerns The Pennsylvania SPCA rescued 17 dogs including five unweaned puppies from a Lancaster County property over welfare concerns last week. Acting on a tip from a concerned citizen, the PSPCA removed 16 German Shepherd-type dogs and one Siberian Husky from a property on Bell Road home in Christiana last Wednesday, officials said. The PSPCA had previously been to the property in November while assisting the Bureau of Dog Law with a warrant.  At the time, though without a kennel license, the owners of the property were operating as a kennel and puppy dealer in the Commonwealth housing …
