Witnesses said the vehicle, which had diplomatic plates, threw the victim into a tree at Howard Street and Madison Avenue around 10 a.m.

The female driver was attended to by EMS workers, apparently for anxiety, and then taken to the hospital, as well, law enforcement source said.

The area was closed off to traffic, re-routing vehicles onto side streets.

The Bergen County Sheriff’s Bureau of Criminal Identification was collecting evidence. Detectives from the Bergen County Prosecutor’s Office also were there.

The State Department also was being contacted.
