Port Authority Police Officer Basil Puglisi found Vladimir Dickens, 30, outside his Infiniti G20 in a northbound lane near Avenue A shortly after midnight today, the authority’s Joseph Pentangelo said.
“His speech was slurred and he had a smell of liquor,” Pentangelo said.
Dickens had crawled out of the vehicle after it damaged traffic barriers in the crash, he said.
The Infiniti was impounded and Dickens arrested on DWI charges.
